The operating situation analyzing system of the present invention interprets the driving situation of the vehicle by reading the inclusion running data recorded on the chart ground from the disk chart paper recorded by the analog type running recorder, such as the running speed and the running distance. A running data record line such as a running speed and a mileage recorded in a chart is read by an image scanner together with a time axis, a mileage distance scale and a travel speed scale line printed in a polar chart format on a chart. The center position of the chart paper is calculated, and at least the running data record line is converted from the polar coordinate format to the rectangular coordinate format and displayed on the display or printed out. The minimum speed, maximum speed, and travel distance for each unit time are calculated from the travel data record line including the read travel speed and travel distance, and the calculated data is stored in the database. And the numerical values of the minimum speed, the maximum speed, and the mileage for each unit time are displayed on the basis of the data stored in the database, and the numerical values of the minimum speed, the maximum speed, and the mileage are output.
