PURPOSE: A method and a system of on-line qualification and authentication test service using an item response theory is provided to increase the accuracy and the reliability through a standardization of a test by authenticating and encoding questions for the test according to an item response theory, and by performing the test on line. CONSTITUTION: A central server(100) sorts and compresses items of a test through an authentication encoding process in case that manager confirmation information and information related to the test are received from a central manager. An item database(114) registers and manages items. A plurality of local servers(120) connect to the central server(100) through a communication network(150) and receives transmission files prepared. A plurality of local databases(136) store items released from the compression applied to the central server(100). A plurality of students preparing for examination(140) receive items stored in a relevant local database(136).
