PURPOSE: To provide a system, where a subscriber can subscribe any number of times by connecting an answerer to a center device via an information communication network and by means of a subscriber operation of a caller for subscription to a prize sponsored by a sponsor, deciding the hit or miss on the spot to the subscription sent from a terminal station and replies immediately the deciding result to a terminal device via the information communication network. CONSTITUTION: A communication part 21 can receive data which are other than the voice data sent from the portable telephone sets 10 and also is required to send these data to the telephone sets 10. A main control part 22 controls a center device 20 including the communication part 21, etc., in a generalized way. The part 22 also generates the random numbers and decides the hit or miss of the prize subscription. When only the persons who inputted each prescribed password can subscribe to a prize, the part 22 requests every subscriber to input his password and decides whether the inputted password is correct.
