PURPOSE: A static fusion detection algorithm is to set a reference video frame and compare an average value of a red, green and blue values in each block constructed by continuously output video frames on the basis of a representative point, thereby detecting motion in the video frame. CONSTITUTION: In the algorithm, an original list box stores a reference image. A current box stores the image having motion. An average value of red, green and blue values in a block between two changed images is compared to determine whether the average value is in excess of a threshold value and thus continuously detect the motion. In motion detecting method, a threshold and a reference video frame are set up. Representative points are extracted in an entire area. And the average value of the red, green and blue values is calculated and then stored in the current list box. The average value is compared with the average value of the reference video frame stored in the original list box. Then, whether an absolute value of a difference between the blocks is in excess of the threshold value is determined. Thus, the motion in the image is detected.
