PROBLEM TO BE SOLVED: To provide petroleum fuel combustion cogeneration facilities and its method sufficiently using stock oil per unit. SOLUTION: Light fractions are extracted from stock oil by separating means such as distilling means and hydrogenation treatment is given to the light fractions for removing impurities to form fuel oil which is reserved in an intermediate tank. Residuals of the stock oil from which the light fractions are extracted are gasified, not discarded, to obtain synthesis gas (H2 gas and CO gas) which is used as basic fuel for generation in generation facilities. The fuel oil is supplied to the generation facilities for generating power to cover which is not enough to supply with the synthesis gas only. The generation facilities are constructed by a combination of plural gas turbines are generators, an the number of the gas turbines driven by the fuel oil is increased/decreased on demand.
