PROBLEM TO BE SOLVED: To provide a top blowing oxygen lance which is capable of effectively executing dephosphorization and decarbonization treatment in a top and bottom blown converter and a converter refining method. SOLUTION: The top blowing oxygen lance for the converter which has plural Laval nozzles in which the throat diameter dt (mm) and output diameter de (mm) of the respective nozzles satisfy the following equation (where 1.20=1.40, (n): the number of the nozzles, F02dc: top blowing oxygen flow rate in the decarbonization (Nm3/h) and the converter refining method which separately executes the dephosphorization treatment and the decarbonization treatment by using the lance. de/dt=[0.259.(1.095.F02dc/(n.dt2))5/7. 1-(1.095.F02dc/(n.dt2))-2/7}-1/2]1/2.
