PURPOSE: To predict a raw material easy to vibrate by forming a granular body as a sample obtained by powdering or granulating a raw material, exerting a compressive force and a shearing force on the layer to obtain the shearing and collapsing characteristics in the layer and predicting the vibrating level of a vertical mill based on the obtained characteristics. ;CONSTITUTION: A vertical force 23 is exerted on a test powder 1 by a load cell 15, a shearing load 27 is applied by a load cell 10 in a shearing tester, and hence the vertical stress and shearing stress are simultaneously and continuously measured. The obtained uniaxial collapsing stress (f)-compression stress σ1 relation is considered to be the internal shearing and collapsing characteristics.
