PROBLEM TO BE SOLVED: To provide a universal caster 28 capable of providing a straight ahead traveling property to a vehicle such as a cart with universal casters while being eccentrically rotated freely. ;SOLUTION: The universal caster 28 comprises a bracket 27 having a wheel 23 installed rotatably thereon and a movable frame 21 having the bracket 27 installed rotatably with a preset eccentric amount thereon at an angle perpendicular to the axis 24 of the wheel 23. With the movable frame 21 installed on a body, for example, on a fixed frame 20 of a cart 31, the movable frame 21 is installed so that the eccentric axis of the bracket 27 can be run stably in forward and backward directions of the cart 31 relative to the vertical axis of the body and so that can be changed forwardly aslant in forward movement and backwardly aslant in backward movement.
