An error localizing unit (16) executes a troubleshooting according to electrical data synchronous correction processing using a synchronous correction unit (14), an impedance value of the three phases and the conductor length of the setting/adjusting unit (15). A measurement value received as a result corresponds to the distance to the error location. An output unit (17) outputs the measurement value.
