The present invention relates to a combustion catalyst which is stable to heat and has a high oxidation reaction activity and comprises a solid oxide ion conductor or hexaaluminate having Fe, Co, Ni, lanthanide metal, Mn, Ti or Hf, The catalyst of the present invention can efficiently perform the flame combustion of the hydrocarbon fuel at a relatively low temperature when the oxidation reaction is carried out and also can remarkably improve the reaction of generating the synthesis gas and hydrogen from the hydrocarbon.
