Disclosed is an agricultural seedling raising material for regulating plant root growth systems, which is based on a resin containing a copper compound. The copper compound serves as a growth regulating agent for plant root system. The material is prepared by compounding a resin with a copper compound to give pellets, extruding the pellets, optionally along with a resin, into a sheet and thermally molding the sheet into a predetermined shape. During the raising of seedlings in the materials, their roots are not circled with fibrous roots being substantially developed. This healthy root system enable the plant to maximally take nutrients and water from the soil. After transplanting, the seedlings grown in the materials show high rooting efficiency. Thus, the substantial root system induces the prosperous growth of plants.
