PROBLEM TO BE SOLVED: To improve a compression rate by means of considering the feature of a picture and to faithfully reproduce an original picture by executing run length encoding on a pallet value shown by one bit or more on a high-order side among plural bits showing a picture element value for respective local areas when the picture is divided. SOLUTION: The picture signals of respective colors R, G and B, which are generated by reading a picture by a CCD sensor 1, are inputted to respective A/D converters 2, 3 and 4 and picture element data of the respective colors R, G and B are generated. Respective pieces of picture element data are once latched by latch circuits LAT1: 5, LAT2: 6 and LAT3: 7 and highest four bits in picture element data of eight bits are inputted to a buffer memory MEM1: 9. When the color pallet value of the desired local area is accumulated in MEM1: 9, the color pallet values of the whole picture elements in the local area are sequentially inputted to the respective picture elements in a compression circuit CMP1: 11, and a compression processing by run length encoding is executed.
