PROBLEM TO BE SOLVED: To provide a path setting system where a path can be set even when an operation terminal is not always connected to a network without the need for possession and update of a database at the operation terminal. SOLUTION: Each network element NE being a component of a network has a memory 1 that stores element map information whose contents are a connection state between the NE and path map information whose contents are a connection state of paths passing through the NE. The operation terminal 2 has a read section 6 that reads the element map information and the path map information stored in the memory 1 and a path map setting command transmission section 8 that transmits a path map setting command generated by a path map setting command generating section 7 to the NE passing through a start and an end point of a path based on the start and end point of the path designated by a designation section 3 and the map information read by the read section 6.
