PROBLEM TO BE SOLVED: To simulate an external heat-ray flux without using a solar simulator by incorporating a heating means between an external radiating element and a panel for supporting this external radiating element, and simulating the heat- ray flux by using the heating means. ;SOLUTION: A heating means 24 is arranged between an external radiating element 22 and an outside surface 18 of a panel 10. These heating means 24 is constituted so as to simulate heating of various elements of a spacecraft by the action of an external heat-ray flux absorbed in flying by the external radiating element 22. Simulation is performed at heat balance test time directly performed on the spacecraft on the ground. The external heat-ray flux absorbable by the spacecraft all the time in use in a space is simulated by operating the heating means 24 by arranging the spacecraft in a vacuum vessel having no solar simulator.
