PROBLEM TO BE SOLVED: To obtain an asphalt pavement binder capable of decreasing road surface pickup by mixing an asphalt cement, a crumb rubber and a specific polyoctenamer. SOLUTION: After 80-99 mass % (hereafter ms.%), preferably 80-95 ms.% asphalt cement, based on the total mass of a composition is heated in the range of 137.8-176.7 deg.C 0.5-20 ms.%, preferably 2-15 ms.% crumb rubber and 0.01-10 ms.%, preferably 0.2-5 ms.% trans-polyoctenamaer rubber, in which about 80%, preferably 60% double bond, is in trans-position and the melting point is 45 deg.C, preferably 30 deg.C, are mixed. Subsequently the asphalt cement and the crumb rubber are homogeneously dissolved in the polyoctenamer by heating and mixing to produce the binder composition.
