PROBLEM TO BE SOLVED: To design a network topology that is excellent in cost performance by applying a genetic algorithm. SOLUTION: Chromosome which represents a network topology with a matrix is produced in accordance with a processing object of an inputted optimization problem (S1) and the chromosome is made to evolve by applying a genetic algorithm so as to improve cost performance (S2). And, a chromosome which is more excellent in cost performance is decided (S3) to the chromosome that evolves with the genetic algorithm by applying a local search method and searching chromosomes in the neighborhood of the chromosome and the result is outputted to an outputting device as a monitor (S4).
