PROBLEM TO BE SOLVED: To efficiently change the phase of a liquid-saturated elastic particulate matter from solid to liquid phase or from liquid to solid phase by regarding a change of state of the liquid-saturated elastic particulate matter as a phase transition between solid and liquid. ;SOLUTION: An exciter 12 has a plurality of vibration generators 12B with driving elements which are driven to reciprocate vertically at the same time in the same phase and with the same amplitude, and an exciting vessel 11 is vibrated by the vibration generators 12B as it is supported from above, whereby P-wave vibration of a plane wave is imparted to liquid-saturated elastic particulate matter from the entire bottom of a storage part. A smoother 13 for smoothing variations in vibration among the driving elements is provided between the exciter 12 and the exciting vessel 11. This device can efficiently change the phase of the liquid-saturated elastic particulate matter from solid to liquid or from liquid to solid and enables the measurements of liquefaction rate in a high frequency range to be recorded by either actuating and stopping the exciter 12 or controlling an oscillation frequency after the liquid-saturated elastic particulate matter whose liquefaction rate is desired to be checked is put in the exciting vessel 11, and thereby imparting or removing the P-wave vibration to or from the liquid-saturated elastic particulate matter.;COPYRIGHT: (C)2000,JPO
