PROBLEM TO BE SOLVED: To excellently prevent damage of a water-barrier sheet even when impactive contact with riprap is caused by supersposing a reinforcing elastic body and the water-barrier sheet on at least either one surface of the obverse and reverse of a water permeable sheet, and inputting earth and sand after stretching/fixing these on a water permeable surface of a reclamation revetment as a reinforcing water-barrier sheet. SOLUTION: A wire net having a structure capable of revealing elasticity such as a tortoiseshell wire net and a rhombic wire net composed of a corrosion resistant metallic filament is unfolded and fixed on the whole surface of one surface of a water-barrier sheet having large elasticity and shape keeping performance and having complete water-barrier performance to constitute a reinforcing water-barrier sheet 5. A surface 5A for stretching/fixing the wire net of the reinforcing water-barrier sheet 5 is arranged on the reclarmation side inclined face 4 side of a reclamation revetment 1 to be fixed on the reclamation revetment 1 to be unfolded up to the sea bottom 16 along an inclined face 4, and after fixing a skirt part by a sandbag 19, dredged earth and sand is dropped in a sea area 2. Even if a pointed corner part of a riprap 6 group brings the reinforcing water-barrier sheet 5 into pressure contact by the dredged earth and sand 3, since the wire net elastically receives/supports the pressure contact, rupture of the reinforcing water-barrier sheet 5 can be excellently prevented.
