PROBLEM TO BE SOLVED: To avoid an exposure of ingredients from a half-opened covering food by twisting a joint part in an outer covering material, accelerating accustomedness of the joint part in the outer covering material and increasing a joint force of the joint part in the outer covering material. SOLUTION: This half-opened cover cutter has (n)-pieces of vertical shafts 33 on a prescribed circle S concentric to a cutting opening part 5 in an equal interval and every shutter pieces 9 are respectively constructed to be shakable around an axial core of corresponding vertical shafts 33 and blade parts 55 cutting the outer covering material are respectively arranged in each shutter piece and joint parts 57 joining one side part of the cut part of the outer covering material are respectively and continuously arranged in one side of up and under blade part of each shutter piece 9. A length from a tip of an edge side part of each blade part 55 to a shaft core of corresponding vertical shaft 33 is respectively constructed to about the same with a length of a radius of a prescribed circle S and a length from a tip of an edge side part in each joint part 57 to a shaft core of corresponding vertical shaft 33 is respectively constructed to a little shorter than a length of a radius of the prescribed circle S.
