PROBLEM TO BE SOLVED: To make it possible to appropriately perform a pattern matching encoding based on an original input picture by selecting another reference pattern different from a reference pattern corresponding to an original object pattern and prevent a prediction of a surrounding picture element even when a thickness/thinness of input line width or a dislocation of a matching place occurs at the time of performing the pattern matching. SOLUTION: An encoding signal generation means 40 execute a pattern matching based on an input pattern and a library pattern outputted from an input pattern supply means 20 and a corresponding encoding signal is outputted by inverting black and white of an isolated picture element error or a picture element connection error which occur when an error map is prepared. Thus, a minute picture element error caused by a dislocation of line width of the input pattern and the library pattern or the like is discriminated from a usual picture element error and a black and white inversion processing is applied, and an appropriate pattern matching encoding can be executed based on the inputted picture.
