PROBLEM TO BE SOLVED: To provide a card issuing system capable of shortening processing time until card issuance. SOLUTION: A customer data collation part 24 collates the data of a reception number and an identification number from this card issuing machine 10 stored in a reception document data storage part 22 with customer data registered beforehand and stored in a customer data storage part 23. The customer data collation part 24 reads the customer data of matching reception number and identification number from the customer data storage part 23, extracts contract contents and card data from the read customer data and transmits them to the card issuing machine 10. The contents of the contract contents or the like are displayed by an LCD(liquid crystal display) 17 and a customer operates a touch panel 18 and inputs the effect of approving the contract contents. A card embosser 14 executes an embosser processing to a card on the basis of the card data. Simultaneously with that, a receipt printing part 15 prints the contract contents on a receipt.
