PURPOSE:To detect/segment an always stable character without exerting influence upon character recognition and to realize the detection/segmentation by a comparatively simple configuration. CONSTITUTION:A divided maximum/minimum density value extracting part 4 divides a multilevel character image stored in a multilevel image memory 3 into eight parts in the same direction as a character string and extracts maximum density value data on respective scanning lines in each divided image by repeatedly scanning the divided images in the same direction as the character string. A character detecting/segmenting part 5 detects and segments a character string in accordance with the combination of the maximum density value data of each extracted divided image, respectively extracts the maximum density value data on each scanning line by repeatedly scanning a multilevel character string in the detected/segmented character string in the vertical direction to the character string and then detects and segments each character unit based upon the density difference of respective extracted maximum density value data.
