In the present invention, the input handwritten character pattern is subjected to character recognition processing, and the recognition reliability of the character as the standard feature pattern is determined in the recognition result. If the recognition reliability is low, a warning is output. In response to the warning, the user or operator determines whether to register the character pattern in the user dictionary 106. If it is determined that the character pattern is registered in the user dictionary, the character pattern is stored in the user dictionary along with information indicating that the character pattern has a low recognition reliability. When a character pattern registered in the user dictionary is displayed on the screen, these characters are displayed so that characters having a low recognition reliability and characters having a high recognition reliability can be distinguished. A user name index file 5309 is also provided which stores information regarded as a characteristic of a specific user-specific handwritten character pattern. In addition, a password input and determination unit 5103 for determining whether to allow the user access to the user dictionary in accordance with the information of the input of the handwritten character pattern by the specific user is also provided.
