A hot-rolled, high strength steel plate material with good cold deformation properties, high creep limit and high break strength, is prepared from steel comprising 0.05-0.15 wt.% carbon, 0.5-1.9 wt.% manganese, 0.02-0.25 wt.% titanium, 0.005-0.15 wt.% aluminium (soluble in acid), 0.001-0.003 wt.% boron, 0-1.2 wt.% silicon, less than 0.07 wt.% niobium, 0.001-0.02 wt.% nitrogen and the balance iron and impurities. Preferably the steel also contains 0-0.025 wt.% phosphorous, 0-0.01 wt.% calcium, 0-0.1 wt.% chromium, 0-0.008 wt.% oxygen, 0-0.015 wt.% sulphur, 0-0.04 wt.% copper, 0-0.01 wt.% tin and up to 0.02 wt.% molybdenum. A method for preparing the steel plate is also claimed, comprising rolling the steel at a temperature at or 100[deg]C above the AR3 point, then cooling it at a rate of 5-25[deg]C/s to 550-700[deg]C, and then immediately rolling.
