PROBLEM TO BE SOLVED: To provide a function designing method capable of shortening the time to be required for the design of an LSI circuit. ;SOLUTION: After preparing a data flow graph(DFG) based on operation description, respective operands of the DFG are allocated to a control step group. Power consumption is calculated based on the DFG allocated to the control step group and whether the power consumption satisfies a prescribed reference or not is judged. When the power consumption does not satisfy the prescribed reference, the DFG is allocated to another control step group, and when the reference is satisfied, hardware quantity and timing generated from the DFG are calculated and whether the hardware quantity and timing satisfy a prescribed reference or not is judged. When the prescribed reference is not satisfied, the DFG is allocated to an unallocated control step group, and when the reference is satisfied, an RTL circuit is generated based on the DFG allocated to the control step group.;COPYRIGHT: (C)1998,JPO
