PROBLEM TO BE SOLVED: To obtain a flower bud-inducing agent which can efficiently induce the formation of flower buds by using a specific cyclopropene epoxide or its analogue as an active ingredient. SOLUTION: This flower bud-inducing agent contains, as active ingredient, at least one selected from among five kinds of compounds represented by formulas I-IV [R is a 1-6C alkyl; R1 -R8 are each H, a 1-6C alkyl, a 1-5C alkylcarbonyl] and other 2 kinds of compounds. Among these compounds, theobroxide and a compound of formula V is preferred. This flower bud-inducing agent is preferably applied to plants to form flower buds, particularly to leaf faces of the plants under the non-induction conditions. As the flower bud-forming plants, the covobulus family is preferable. When it is sprayed to faces of leaves, an aqueous solution or dispersion containing 0.01-10mM the active ingredient and 0.001-0.1wt.% of a nonionic surfactant.
