PROBLEM TO BE SOLVED: To change individually a connection mode managed by each network operating system(OPS) in the case that a network provider rents a part of channels to pluralities of network users. ;SOLUTION: In the case that an OPS 1 outputs a connection mode change request from an administrative unit AU3 to an AU4 to an AU group AUG control section 4, the AUG control section 4 gives an instruction of extracting a connection termination point (CTP) ID managed by the OPS 1 from an OPS- CTP ID management list to a map management section 8 and a CTP ID confirmation section 9 checks whether or not the extracted CTP ID satisfies conditions of connection mode change from the AU3 to the AU4. When the result of check indicates OK, the AUG control section 4 provides an instance erasure generating request to CTP Sink 51-53, 71 and CTP Source 61-63, 72 that manage each CTP ID to conduct connection mode change processing.
