PROBLEM TO BE SOLVED: To perform a natural topographical display with an inconspicuous boundary between topographical display elements by displaying respective insides of many rectangular topographical display elements while adding gradation with plural kinds of display colors answering to heights above sea. ;SOLUTION: By inputting a viewpoint, a display reference point and the viewpoint directional angle data by information displayed on a display device and input operation of a user on an operation device, a display subject area decision part 2a decides a display subject area, and issues an instruction to a map information storage device based on this display subject area information, and reads in height-above-sea information incorporated in the relevant display subject area. Then, the gradation is applied by a gradation part 2c at every rectangular element making four points of height- above-sea coordinates adjacent to other element division-processed by a rectangular division processing part 2b to be four vertexes. Further, a coordinate conversion part 2d performs see-through conversion, and a stereoscopic map plotting part 2e forms the plotting data to make the display device perform a stereoscopic topographical display.
