PROBLEM TO BE SOLVED: To provide a turbulent flow generation device to eliminate a cause of local boiling in a way that a water flow efficiently forms a turbulent flow without increasing water pass resistance, and the number of manufacturing processes and reduce cost. ;SOLUTION: A plurality of cut-and-raised parts 2 raised with an inclination to a water flow direction in the longitudinal direction of a baffle plate 1 are formed alternately reversely intervals of a given distance based on the baffle plate 1 surface forming a reference surface. An object which cut-and-raised pieces 4 caused to rise opposite to a water flow direction are arranged at the end part in a longitudinal direction of the baffle plate 1 or in the vicinity of the end part is mounted in the inner space of a fin pipe. During use, the generation of a turbulent flow is promoted through the generation of a water flow in an external direction as a result of a water flow being collided with the cut and rise part 2, and a water flow is prevented from residence. In a bypass mixing system hot water feeder, resistance against a water flow to the boiler body side is caused to occur, a flow rate to the bypass side is ensured, and a flow rate ratio between the boiler body side and the bypass side is regulatable.;COPYRIGHT: (C)1999,JPO
