PROBLEM TO BE SOLVED: To increase vibration damping force by forcibly rotating a liquid having a free liquid level in a container to generate swirls. ;SOLUTION: When the water 2 having a free water level in a container 1 is forcibly rotated, swirls are generated. If acceleration is applied in the horizontal direction, force is generated in the opposite direction to the acceleration by the inertial force of the water 2. If rocking vibration is applied in this state, the water 2 behaves as a gyro-stabilizer, and the force to damp the acceleration caused by rocking vibration is generated. The degree of the vibration damping effect is made larger when the water 2 having the free water level in the container 1 is rotated than when it is merely vibrated. The vibration damping effect is exerted for the frequency band wider than that of the single damper by the conventional technique. When a damper A of one kind is installed, vibration can be damped in tune with the wide frequency of a structure.;COPYRIGHT: (C)1999,JPO
