PROBLEM TO BE SOLVED: To provide a disaster contingency planning information system and a disaster contingency planning information processing method which quickly and accurately perform decision making for disaster contingency planning at a disaster center. SOLUTION: An observation information receiving part 110 receives observation information from an observing device. A base information part 112 receives measure base information. An information storing part 111 stores observation information, measure base information and map information. A visualization processing part 114 produces display information that visualizes these information from the observation information, the measure base information and the map information. A displaying part 116 shows the display information. A base information sending part 115 sends the display information to each measure base side device 130.
