PROBLEM TO BE SOLVED: To provide a steam drum control device for preventing level of drum water from falling and a method for operating an exhaust heat recovery boiler comprising the steam drum by preventing a team pressure in the steam drum from rising when a plant is stopped. ;SOLUTION: The steam drum control device comprises a bypass valve 22 provided at a bypass 23 communicating with a steam drum 10 through a steam pipe 18, a superheater 9, and a main steam pipe 21, and a control calculation part 24 which controls open/close of the bypass valve 22 when a plant is stopped. The steam drum 10, being connected to an evaporator 11 through a downcast pipe 16 and a riser pipe 17, is forming a closed loop, with circulation through the downcast pipe 16, the evaporator 11, and the riser-pipe 17 while utilizing pressure difference of drum motor, and during circulation, the heat of an exhaust gas G causes gas-liquid two-phase flow, for separation between liquid-phase and gas-phase among the gas-liquid two-phase flow.;COPYRIGHT: (C)1999,JPO
