PROBLEM TO BE SOLVED: To maintain detection precision of a body even when there are many bodies in an observation direction. ;SOLUTION: A camera 1 is arranged along a road and an image from the camera 1 is inputted to a controller to detect a vehicle on the road. In the controller, a normal detection area RA having its border position at a point A which is 40 m far away from the arrangement position of the camera 1 and a traffic-congestion-time detection area RB having its border position at a point B which is 20 m far away from the arrangement position of the camera 1 are set. The controller extracts a black pixel area showing a vehicle by binarizing the input image and compares the sum of the area with a specific threshold value. Consequently, when the area of the black pixel area is larger than the threshold value, it is judged that the road is congested and the traffic- congestion-time area RB is selected as a detection area for vehicles.;COPYRIGHT: (C)1999,JPO
