PROBLEM TO BE SOLVED: To manufacture a vibration damping and sound insulating sheet excellent in storage performance without requiring a drying process by performing press molding by kneading a high specific gravity filler and a terminal isocyanate group containing urethane prepolymer at a specific rate. SOLUTION: A high specific gravity filler of 70 to 99.5 wt.% such as iron sand having a specific gravity not less than 2 and the particle size not more than 2 mm and 0.5 to 30 wt.% of a terminal isocyanate group containing urethane prepolymer are kneaded together, and are heated and pressurized, and a vibration damping sound insulating sheet having a thickness of 1 to 30 mm is formed. A hardening catalyst may be added to a urethane component composed of polyol and polyisocyanate instead of the urethane prepolymer. A foaming agent is added by 0.1 to 6 wt.%, and nonwoven fabric may be laminated on a surface of the vibration damping sound insulating sheet. This vibration damping sound insulating sheet is sandwiched between a ligneous floor finishing material and a floor backing material of an upper story of a house, and a noise of a floor is prevented. Therefore, it can be manufactured without requiring a drying process, and even if it is stored for many hours, blocking is not caused.
