PROBLEM TO BE SOLVED: To improve the compression efficiency by adopting vector quantization of the multi-stage system such that vector quantization is applied to a sub-band of a medium frequency component in response to a content of a sub-band of a low frequency component and vector quantization is applied to a high frequency component depending on the contents of a sub-band of the medium frequency component. SOLUTION: A signal source 1 is given a digital image signal SI to a sub- band separate circuit 2.
