PROBLEM TO BE SOLVED: To realize the prevention of print scumming from being generated at a color printing unit at a low cost when printing is performed with a fewer number of colors than the largest number of color available with the color printing unit, in an offset rotary press with the color printing unit in a newspaper printing field. ;SOLUTION: This method for preventing the print scumming of an offset rotary press from occurring is top print an image by attaching a PET film with a hydrophilic face to a plate cylinder not performing the printing. In addition, a folding part to be mounting on a printing press forms the film under thermal pressure. Further, a hydrophilic layer consisting of an organic binding agent is provided after a corona discharge process and/or a latex applying process. Besides, the hydrophilic layer is constituted of plural layers. The organic binding agent is at least selected from among gelatin, a polyvinyl alcohol composition and a cellulose derivative. The hydrophilic layer also contains at least one selected from among titanium oxide, silicon dioxide and aluminum oxide.
