PROBLEM TO BE SOLVED: To improve the efficiency of transfer scheduling of a digital network by using a queue system for transfer of information in a cell form, classifying service rates in stages, and gathering and transmitting cells by paths according to the extent of a service rate. ;SOLUTION: In an output module, a connection grouping unit 42 classifies cells received by an input FIFO buffer 37 into groups of queues matching the schedule of transmission and holds them in a storage part 34. When cells are taken out by an output section 35, a control section 36 takes out a queue matching a connection state so as to maintain the guarantee lowest value of a service rate corresponding to the state of a direct connection to each group of the queue. At this time. a schedule unit 43 selects an entry in a group table, calculates a proper start time and an end time from connection information when the entry is effective, and selects them in respectively suitable groups.;COPYRIGHT: (C)1998,JPO
