PROBLEM TO BE SOLVED: To convert heavy metals contained in incineration fly ash generated in an incineration furnace for municipal waste such as municipal trash and molten fly ash generated when incineration ash and the incineration fly ash are melted into stabilized compounds hardly eluted into water or the like. SOLUTION: Incineration fly ash generated associated with incineration of municipal waste and molten fly ash generated associated with melting treatment of the incineration fly ash are mixed, and sodium dialkyldithiocarbamate and water are added to the mixture to mix them to stabilize at least mercury(Hg), lead (Pb) and cadmium(Cd) in the incineration fly ash and the molten fly ash. And the added quantity of sodium dialkyldithiocarbamate is not less than the stoichiometric quantity by which it is reacted with at least all the lead(Pb) and cadmium (Cd) contained in the incineration fly ash and the molten incineration fly ash.
