In case of a large quantity of rainwater, the rest of the rainwater flowing out of the adjusting tank 4, is accumulated in the tank 4 and the outside valve 10a of the drain outlet 8a is opened and further, when the rainwater in the water storage tank 2 gets to a preset volume, the inside valve 9 is opened and a part of the rainwater flows in from the drain outlet 8c to the flood control tank 3. And in case of a further large quantity of rain water, the outside valves 10a, 10b and the inside valve 9 are opened and rainwater flows out of the overflow outlet 13 of the flood control tank 3 to the outside.
