PROBLEM TO BE SOLVED: To reduce cost, by providing a drain outlet at the side face of an upper storage water tank and providing a gravitationtype float valve at the inside of the drain outlet and further, providing a valve at the outside of the drain outlet. SOLUTION: In case of a small quantity of rainwater, rainwater flowing out of a gutter 6 is conducted to a water storage tank 2 through an adjusting tank 4. When the rainwater in the water storage tank 2 gets to a preset volume, a gravitation-type float 14 is actuated to open an inside valve 9 and let the rainwater flow from the drain outlet 8c to a flood control tank 3 and discharge it from the drain outlet 12 to the outside. In case of a large quantity of rainwater, the rest of the rainwater flowing out of the adjusting tank 4, is accumulated in the tank 4 and the outside valve 10a of the drain outlet 8a is opened and further, when the rainwater in the water storage tank 2 gets to a preset volume, the inside valve 9 is opened and a part of the rainwater flows in from the drain outlet 8c to the flood control tank 3. And in case of a further large quantity of rain water, the outside valves 10a, 10b and the inside valve 9 are opened and rainwater flows out of the overflow outlet 13 of the flood control tank 3 to the outside. In this way, cost can be reduced.
