The present invention relates to a hypoglycemic composition containing an extract of hwanggi and a process for preparing hwanggi extract having a hypoglycemic action. More specifically, the present invention relates to a method for preparing a cosmetic composition, which comprises extracting Astragali radix with water, a lower alcohol or a mixed solvent thereof, extracting the extract with water, a nonpolar organic solvent or a mixture thereof to remove nonpolar organic solvent-The remaining water layer is extracted with a polar organic solvent or a mixture of these with a nonpolar organic solvent to obtain an organic solvent fraction. The fractions are subjected to silica gel column chromatography using a specific solvent to obtain a second fraction HK-WB2 And a method for producing such a hwanggi extract fraction HK-WB2. The Hwanggi extract, HK-WB2, obtained in the present invention has been shown to exhibit an excellent blood glucose lowering effect and is a very safe ingredient free from side effects or acute toxicity, and thus can be used as a clinically useful diabetes preventive and therapeutic agent.
