Summary of Solution to Invention;In the present invention, the carbon-based tar pitch is carbonized by primary heat treatment for 4 to 6 hours at a temperature of 480 to 520 ° C. in an atmosphere of a ball activated gas, followed by secondary treatment at 700 ° C. to 1200 ° C. for 1 to 2 hours. The above problems can be solved by manufacturing the carbon negative electrode using the coke obtained by performing heat treatment.;4.
