PURPOSE: To dispose waste by a method wherein a bag body composed of a tire net pinching a plastic layer is filled with garbage and a bag mouth is closed, the bag is stored in an artificial lake adjacent to a filed ground and the bag body is towed on the sea and discarded in a specified sea area. CONSTITUTION: A baggy vessel 10, in which plastic layers are pinched between baggy tire-net internal and external layers, in which wires are penetrated to a large number of the waste tires, is hung to a garbage filling station 20. The bag 10 is filled with garbage by a garbage man 80 or the like while seawater is introduced into the bag 10 and garbage is sterilized, and used seawater is purified by a waste water treatment equipment. The bag 10 is closed and changed into a unit shape, and a float 52 is annexed to the bag and the bag is stored temporarily in an artificial lake 50. A gate 51 is opened and the bag 10 is towed up to a specified sea area in the case of reclamation, and the float 52 is removed and the bag is immersed up to desired height in the sea. Accordingly, a filled ground can be prepared by utilizing the waste tires and garbage, and waste can be disposed without pollution.
