PURPOSE: To grasp the time of counter-flow generation accurately and quickly, perform automatic gate and pump operations properly and safely, and perform a high efficiency operation in which natural discharge and pump discharge are combined. ;CONSTITUTION: The inside water level in the sub-stream, the outside water level in the river concerned, and the sub-stream inflowing velocity to the river are measured, and possible counter-flow is judged by the difference in the water level between the outside and inside, in case river gates G1-G5 are shut, and by the flow velocity in case they are left open. If there is a counter-flow, the gates are shut, and the inside water is discharged to the river by pumps P1, P2, and if no counter-flow, they are opened to make natural discharging. In case judgement is no counter-flow and the flow velocity lies within a slow range, the gates are opened and also the pumps P1, P2 are driven so that a combination discharge takes place with natural and pump discharging.;COPYRIGHT: (C)1995,JPO
