PURPOSE:To show sufficient noise reducing effect without occurrence of the change of a tone by controlling the damping characteristic of a signal damping means according to the magnitude of the saturation of an input chroma signal by supplying the output of a saturation deciding means to the signal damping means. CONSTITUTION:When the input chroma signal, which is converted into a digital signal by an A/D converter 2, is supplied to a saturation deciding means 10, the level of the input chroma signal is discriminated as one out of levels 1-3 according to the saturation of the input chroma signal. Further, a control signal accordant with each level is outputted and supplied to an attenuator 5. In such a attenuator 5, the control signal is received, and the damping characteristic of the attenuator 5 is changed. Thus, the sufficient noise reducing effect can be displayed without the occurrence of the change of the tone of an output picture regardless of the magnitude of saturation of the input chroma signal.
