PURPOSE:To enable the arrangement of natural disorder to be realized by arranging a plurality of houses with a distance set back from a street and a distance from a limited level which are set as the same respective fluctuated distances. CONSTITUTION:The street-directional walls 5, 6, 7, 8 of a plurality of houses 1, 2, 3, 4 are separated by distances a, b, c, d from the one side 9a of a street 9. Besides, the levels of the houses 1, 2, 3, 4 are respectively separated by distances a', b', c', d' from limited levels. Then, the distances a, b, c, d set back from the street of the houses and the distances a', b', c', d' from the limited levels of the houses are formed to generate the same 1/f-fluctuation. In this case, arithmetic is performed on the coefficients a1...an of quantities (n) in a random number sequence, and linear conversion to be shown by BK= MXQk/Qmax, wherein Qk=nSIGMA/j=1ajPktj-1, aj=1/j!.1/2j.1.3.5..., (j=1, 2...n) is performed, and the time series Q(Q1, Q2,...Qn) of a 1/f value are formed. As a result, natural arrangement can be realized with the 1/f fluctuation.
