PROBLEM TO BE SOLVED: To manufacture a large gear having an extremely low strain after carbonization quenching. SOLUTION: 0.13-0.25wt.% C, 0.70-1.80wt.% Si, 0.30-1.50wt.% Mn, 0.20-1.50wt.% Cr, 0.01-1.00wt.% Mo, and 0.01-0.07wt.% Sol Al are contained. One or more kinds selected from 0.01-1.00wt.% Ni, 0.01-1.00wt.% V, 0.01-0.10wt.% Ti, 0.01-1.0wt.% Nb, and 0.01-0.10wt.% are contained as a selection element. A remaining part consists of Fe and an inevitable impurity. Mixture texture is martensite containing Ac3 parameter =920-203C+44.7Si+31.5Mo-30Mn-11Cr+40 Al-15.2Ni+104V+40Ti, internal hardness of HRC 22-47 of a gear, a carbonization quenching effective cured layer depth of 0.3mm or more, a carbonization quenching surface layer grain oxidation layer depth of 10m, or less, non- carbonization part internal texture having 10-50area% ferrite, and partially containing remaining bainite an /or a residue r.
