PROBLEM TO BE SOLVED: To provide the construction and utilization method of a water conduit pipe network for securing natural water at low cost including river and pond water not adversely affecting the living environment of an urban area, for use as the cooling water of the refrigerator of a local air conditioning plant or the like. ;SOLUTION: In the case of the use of river water, pond water or the like for local air conditioning plants 4, 5 and 6 or the like, a subway tunnel 8 is utilized as a piping pit and a conduit pipe 1 for carrying river water, pond water or the like is laid in the piping pit, thereby constructing a water conduit pipe network 1. Also, the local air conditioning plants 4 to 6 are connected to one another as a network, and each plant performs cooling and heating processes or the like using the water in the water conduit pipe 1, whenever necessary.;COPYRIGHT: (C)1997,JPO
