PROBLEM TO BE SOLVED: To attain an overall S/I ratio object by employing an even/odd number cell designation method, a vertical channel set configuration method, and a minimum adjacent circuit method so as to avoid collision of adjacent channels among cells and among adjacent sectors in sector-configured cells so as to manage adjacent channel interference. ;SOLUTION: Mobile exchange centers 202, 203 interconnect base stations 210 via a public exchange telephone network 201 to serve a service to a mobile radio telephone set 250. In this case, a center 220 receives input data and uses the even / odd number cell designation method and the vertical channel set configuration method to exclude collision between adjacent channels among cells and among adjacent sectors in sector-configured cells. Furthermore, the center 220 employs the minimum adjacent circuit method so as to reduce number of adjacent edges of adjacent cells or adjacent sectors in a regular channel assignment method. Thus, the interference of adjacent channels is managed as a function of a service quality coefficient and the overall S/I ratio object is attained.;COPYRIGHT: (C)1997,JPO
