PROBLEM TO BE SOLVED: To prevent proliferation of plankton, by installing fences across a lake water level at different two positions and providing an inflow opening of the lake water at the upper part of the upstream side fence of wind to lead the surface water of the lake into the area between the fences by the wind stream. ;SOLUTION: Fences 1 made of a sheet member 2 are supported by float members 3 and hung in the underwater at two different positions so as to install them across a lake or marsh. Frame members 4 are fitted to the sheet member 2 by cutting out the sheet member and opening/closing gate members 8 are fixed to the frame members 4 to be vertically movable. When wind blows, the cylinder 9 of the fence 1 at the upstream side of wind is actuated to lower the gate 8. And when the upper face of the gate is lowered down under the water level 15, floating phytoplankton on the water are blown away from the upstream side of wind through the opening 13. And the wind direction changes or wind ceases to blow, the cylinder is actuated to lift the upper face of the opening/closing gate member 8 above the water level to stop the inflow of lake water from the opening 13.;COPYRIGHT: (C)1997,JPO
