PROBLEM TO BE SOLVED: To reduce considerably number of peripheral circuits of an A/D converter by eliminating the need for matching a sampling frequency and a sampling phase with those of a reference signal in the case of A/D conversion. ;SOLUTION: An input signal is A/D-converted by an A/D converter 12 and separated into two color difference signals I₁, Q₁ via a Y/C separator circuit 13 and a color demodulation circuit 14. A distortion measurement circuit 15 compares the two color difference signals I₁, Q₁ with burst signals I₂, Q₂ extracted by a burst signal extract circuit 18 to obtain a DP(differentiation phase).
